Early on the 20th, a low formed near Cape Moreton and moved slowly southwest over the Brisbane area. The low, in conjunction with a very strong high in the southern Tasman Sea brought gale to storm force east to southeast winds to the greater southeast area of Queensland. The Gold Coast Seaway had a recorded wind gust of 117 km/h on the 20th, while Cape Moreton Lighthouse recorded 106 km/h, also on the 20th. An upper low pressure system provided ideal conditions for very heavy rain over southeastern districts.  A series of smaller lows impacted the coast and caused large seas.
